I think ultimately whether this game is worth it or not depends very much on what kind of gamer you are.

LOTRO is in some ways similar to WoW, such as the combat and quests. If you've never played WoW, I don't really know how to describe it. You play as one of four races, Man, Dwarf, Elf or Hobbit, and as one of nine classes which have all the usual roles you see in MMORPGs, such as Tank, DPS, Healer, Crowd Control etc. Most classes, however, can perform more than one or even two roles in a party if played correctly.

The community is actually the main draw for me in LOTRO. I've played quite a few MMOs, and the LOTRO community is like none other. People are friendly, and many will go out of their way to help you. When I was a low-level character this complete stranger gave me a full set of armour simply because he was done crafting it and I could use it. I've gotten crafted items from strangers a few times since then, and given out a few of my own. You'll find that the game is a more enriching experience if you join a kinship (the equivalent of guilds in this game), as you share stories or just have idle chat while you go questing or grinding, either on your own or with friends. There's a very strong roleplaying community in the game, so if you like roleplaying you will definitely enjoy it.

The game itself is of course set in Middle Earth, modeled after J.R.R. Tolkien's works, and if you are a Tolkien fan you should need no further persuasion to go and play this game because the game's lore is based on his works. I was not a Tolkien fan, but playing this game made me one and now I'm glad I picked up this game, but that's just me. You can get to meet characters such as Aragorn, Gandalf, Arwen, Glorfindel, the various hobbits, and even do quests for some of these characters.

While it is true that F2P quests only get you to about level 30, I've managed to play to level 41(currently) without paying a single cent and I don't foresee any trouble getting to level 50 or higher (level cap is currently 75). There are replayable instances known as "skirmishes" which you can use to level up, and as vevenom said, doing deeds earns you turbine points which can be used to purchase quest packs and other items from the store. Yes, earning these points can be slow and tedious, but they can be done, and many people have done exactly that.

My conclusion is basically that LOTRO is a pretty decent game on its own, and it is at least worth a try even if you think you may not like it. My suggestion is to play it to around level 20-25 and by then you'll have an idea of whether you want to continue or not.
