On the SAB stuff I don't think the devs ever said that it was impossible to bring it back; they said they couldn't spend the time needed to fix SAB because they were too busy working on living world season 2 and Heart of Thorns. We got SAB back in 2016 because after HoT launched the devs were given some time where they were aloud to work on what ever they wanted and some devs used that time to fix SAB. Considering it's taken the studio until this week to start re-releasing the main story stuff from season 1 I've VERY grateful to the devs who used that post Hot time to fix SAB.
P.S. SAB IS ONLY TWO WEEKS AWAY!!! :D Get out of the Silver Wastes already so you will be ready to play it!
