I hate having to pick my favorite anything, specially because i'll probably leave a lot of names out, but I guess the publishers I like the most are SOE, because they don't just make their versions of the games already out in the market, but try to push things a little bit further, which is what you expect from a big name like SOE, also they seem to have a very good idea of what they want the game to be and continue building around that, rather than just make a game to milk until it dies out.
Valve, RIOT, Edge of Reality, and Grinding Gear Games would be in my list too,they do a very good job keeping the "free" in free-to-play, which is a lot more than you can say about the majority of F2P publishers. I guess I could add more names for the previous reason, but even-though some companies have good F2P models it doesn't mean their games are fun to play, at least not to me.
