An open world game is one that sets aside the typical "beat the level and go on to the next" structure of video games. Instead, an open world game allows the player the freedom to explore a virtual world the way they want to without limits. While this term often gets presented as "do anything you want", it would be better to think of an open world game as allowing you to tackle the game's objectives in any order you want and through whatever method you want.
Open world games typically do not have loading screens in between areas and usually let the player roam wherever they desire without "invisible walls" or other gating mechanics barring the player's passage to certain areas.
In open world games you can often travel from one side of the map to the other and only be constrained by the actual geography of the world.
What is the most open world game?
The "most" open world game is going to differ based on what you are looking for when you say, "most open world." If you are strictly talking about the size of the open world, then something like "No Man's Sky" (not a F2P game) could probably be considered one of the most open world games.
